Does thia only use capsules or can you use filter coffee witg it?

This isn't the machine it's an accessory to the Waco Nanopresso. Buy the Waco Nanopresso and you can make single espresso from ground coffee. Buy this for double espresso from ground coffee. For capsule a separate accessory is needed called NS adapter. I recommend nanopresso and barista kit.

This kit comes with a part called a "water tank mount", but im unable to find any use for it or any other mention in the manual. What am I missing?

Is anyone having issues with using fine ground coffee? It works fine with nr 3 and nr 4 grind but not the espresso (nr 5 and above).

Yes, I also find that the barista kit doesn't work too well. Haven't tried courser grinds but with the espresso grind it is very hard to pump. The instructions refer using it in non pressurised mode but that is way too fiddly to mess around with and risks a part being lost. Its a poor piece of design IMO. TBH I have stopped using the barista kit, easier just to use the basic one and just make a second single espresso. Unfortunately i tried using the extension kit it too late or would returned it for refund. But the basic nanopresso is fine.
