Q: What are the latches for?

If you mean the clips that are in the product pictures ... for storage. Quite convenient! The frame folds up nicely Compact and when storing the cushion (which is big and fluffy) there are clips to hold it rolled up.

Q: Is the pad machine Washable?

I'm sure you could if you wanted to but I think spot cleaning is suggested. The inner part is like suede so machine washing it could damage it.

Q: What is the size of the chair?

The chair is 30 in x 30 in x 40in tall. My son who is 6ft and 190lbs has no issues sitting it in. It works perfectly in his dorm room..
