Q: This is probably a dumb question, but does this paint dry fully? It looks very "wet" whenever I see artwork that's been created with pigment sticks.

Eventually it does dry, just realize that it takes a longer time to dry.

You can use them over acrylic but never underneath. So, first acrylic, last oil on top.

Q: Are these smaller than the ones in the 3-pack?

That are 38ml. Not sure what the set of 3 has :).
