Yes, I use it for the wet-on-wet technique. Yes it breaks, of course it all depends on how much you work it and the pressure you use.

What is the differance between Permanent Alizarin Crimson and just plain Alizarin Crimson?

The original Alizarin Crimson will fade. Straight from the tube it's borderline acceptable, but it's dreadfully fugitive when mixed with other colors. It will gradually fade from the mix. For example, if you mix a pink with Titanium White and Alizarin Crimson you'll eventually end up with a dirty white. If you mix a black from Phthalo Green and Alizarin Crimson you'll end up with just the green. Permanent Alizarin Crimson is _much_ more light resistant and can be mixed with other colors without issue. Absolutely buy the permanent version if you want this color.

Are these the AP versions? (Non-toxic?)

I really cannot say for sure but since most all oil color especially Winsor Newton are made from pigment and linseed oil, unless you ingest a huge amount I doubt they are harmful. Also some are marked AP and some are not. As a user of oil color for over 40 years and not only being covered in it on many occasions but inadvertently getting it on my lips I have never had any problems. Like any paint however you do not want it to left for children to get into.
