Can rope be feed through the tube, creating a rope protecter?

As long as the tube is bigger than the sewn in eyes.

What is best way to cut?

I cut mine with emt shears or a sharp knife then melt the ends with a lighter. This webbing has a ton of uses and is extremely durable.

I'm using it for and no complain so far

Does this stretch under load?

It is nylon, so yes. It will probably stretch about 2% for every 10% of breaking strength (about 2% stretch for every 400lb load)
