Can ypu use the LEE primer holding trays on this tool also ?

Yes in fact most other companies primer trays will fit. I assume you're talking about the Lee hand primer not the bench primer. I've been using an RCBS as well as the Franklin Arsenal that came with it.

Which shell holders does the Frankford Arsenal priming tool use?

According to Frankford, only the Lee HAND PRIMING tool shell holders will fit. Not those for the reloading presses from Lee nor anyone else's.

Will i be receiving the latest version of this (as of today)

It's hit or miss. I've read reviews that say they got the new version, but today, 2/11/2022, I got an old one.
