Q: it this flasher installed ajacent to phone or ajacent to the phone jack? in other works does the pigtail that is shown attached to the flasher, does that plug into the phone or to the wall jack?

It can be used both ways. As a stand alone, plugged into it's own phone socket, or if you don't have a spare phone socket, use as a pass through. Plug the flasher first then plug the phone into the flasher. The flasher gets it's power from the phone socket, can't remember if it uses batteries or not.

Q: Can this be used with ip voip phones? if so how do i hook it up?

VoIP phones are essentially land lines running over the internet. Just plug this into your VoIP modem and your phone into this and you’re good to go.

Q: does it work with digital system?

I believe it does. My friend has comcast service, if that is what you mean--it works great or also with a landline service. It is plenty loud and the flashing light is a bonus.

Q: Is this weatherproof?

Well, I wouldn't take it swimming, but I thik with some protection it might survive a little weather.
