Q: Is this the one that the top peels off and just leaves the letters, or does it leave the whole vinyl on the wall?

How you apply is you take the part that has the saying on it. Remove the plastic from on top of it. The letters are still left on. Next put it face down on a sticker layer that is provided for you...you will have to remove the top layer of that as well. Apply them together by lining it up straight and then put on the wall and remove. then the decal's letter stay just themselves no vinyl. This decal has just one extra step that decals I've seen. Its hard to explain but hope it helps somewhat.

Yes you can peel these off and reposition them. Great product

Q: Are these flame resistant?

Well they are plastic, so I am leaning towards no. Since you know fire melts plastic. I mean no disrespect, just feel like common sense should have answered that.
