Q: Can I use this to make a machine belt for a pastry break about 45cm wide

All I can do is describe the canvas so you can decide. It is medium weight dense cotton canvas. I have used it for making bags including the shoulder strap and it is strong without stretching. It sews easily on a domestic sewing machine. Hope this helps your decision

Q: Would this be heavy enough to make a serviceable straitjacket?

I would say yes, I’m making backpacks out of it.

Q: Would this fabric be suitable for making a cooks apron?

I used it to make a lining for the inside of our bread bin. It is strong stuff. It washes well and did not shrink. It is an off white colour. It is thicker than quilting cotton. I don't see any reason that it would not be suitable as a cooks apron.
