Yes the tape has no colour. It is translucent as it has a matt texture, but any underlying colour shows through. (We used to have a tape that was completely see through but it was so shiny most people said they preferred the matt version.

Q: Can this be used to repair tears in a down jacket?

Yes it is ideal for repairing a rip in a down jacket. See the you tube video on https://youtu.be/iODUKs6dULo to search for "stormsure TUFF tape down jacket repair" on youtube. You can put the TUFF Tape patch on the outside (very quick) or you can try an invisible repair by putting the patch the other way up on the inside, which is less easy.
