Can this be used on a radiator?

yes it can but does sit a bit low unless your radiator is one of the new ones and sit a bit higher

Is it big enough too dry a jumper out flat ?

Yes, as long as it is not too heavy as the airer is flimsy! My airer was bent when it arrived and you can't secure the window in the vented position when it's hooked through!
