You can do it either way. If you apply over the old layer, it will just become more visible, but will still work. To keep it as invisible as possible, remove the old layer by touching a piece of tape to the film and lifting it off before reapplying. If irritating, just apply over the old layer. - Scarguard Labs

They also sell "Scar Guard" for bruises, really to make them go away faster. All these products are excellent ! I would try it if I were you..
