Those are two parts of the build-a-figure that came with the whole set of Justice League figures. When you snap all of those bonus parts together you got a figure of the movie’s villain, Steppenwolf. Superman came with two parts; the villain’s helmeted head ( what you are calling the “mask”), and lower torso.
