How many pencils are in the set?

I've purchased pencils in various quantities over several years. Usually the unit price is cheaper when the quantity is greater. Go to Amazon and search for pencils. It always gives the quantity, then decide which best meets your needs. As a teacher, I always tended to get the largest box. I know that was usually 500 to 1000. If you don't believe you need 1000, then it may make sense to buy a smaller quantity, even if the unit price is a penny or two higher.

are the pencils non toxic certified?

Pencils are no longer certified non toxic but are required to be labeled with any toxic ingredients i.e. lead. These pencils are non-toxic.

can these be customized??

No. These are really cheap Chinese pencils, but serve their purpose for students who don't care for things. They are pre-sharpened, but not of the quality of Dixon Ticonderoga pencils. A great value for the money.
