Q: Do the units connect to form rods (tens), which then connect to make flats (hundreds)?

The units connect to form rods. And the rods connect to form 100s. But you can’t make a 100 using ones.

Q: Are the single units difficult to snap together and break apart?

The single units are very easy to snap together and break apart. The only difficulty is in breaking the flats apart from the cube. They are not Lego quality, but my girls (ages 6 an 9) enjoy building things with them. I try to make the projects "educational" by having them figure out how many units are in their completed structures. But just having them work with the set on a regular basis, even as a "toy", is half the battle.
