Q: can you paint over top of it.

I do not recommend. The surface of this product is slick and shiny, paint wouldn't stick.

Q: Can use for a small leak on my RV?

I used on a 20 year old rubber roof. It has worked very well

Q: Will it work as a truck bed liner? Will it become tacky in direct sunlight and heat?

I used it to fill cracks in my driveway. It dries hard and shinny. I would say yes to your truck bed, but it won't look tacky or rough like Rhino liner.
