This doesnt come with the part that goes on the mouse?

This is the charging base for the Logitech mouse. Mouse not included.

Does it still charge the mouse when the PC is off?

If you connect the charging cable to the computer, the mouse is not be able to charge. As there is no power supply after the computer is turned off. Maybe you can connect the data cable to other power sources for charging after you don't use computer. If you use a plug to connect to the power supply, it is recommended to use a low-power plug.
