Q: Is this capable of scanning 116/616 negatives (2.5"x4.25")? I see there is a film holder available elsewhere for that size of film for this scanner

Hi, This scanner comes with all its original film holders. I have never used them, they are in their original new state. I am not sure about their measurements, although I can send you some photos if you wish, so you can have a look. After researching and comparing on google I think one of them is Photo Holder Film Slide 35mm Negative Holder. And another one is 120 220 620 Photo Holder Film Brownie 120mm Film Guide. Q: does this scanner scan to emails

Yes it does. I use the scanner mainly for scanning slides and it's very good for that, and for old photos and for what I use it for it's been fine. It copies passports better than the commercial one I used to go to. I've had the very occasional issue with something not coming out as expected, but more often than not things scan better than I'd expected.

Q: What version of photoshop elements does it come with?

It comes with Photoshop Elements Version 9 I have to admit that I always PhotoPlus X5 for no other reason than I have used that particular photo program for many years and I am familiar with its capabilities.The scanner is, in my opinion, the best I have yet used!John I

Q: where is the ice setting

When you open the Epson scan window, select Home Mode and in the lower half of the window there is a tick box for Digital ICE technology. Tick it. I find it works very well.If you are using Full Auto mode, I would assume that ICE is in operation but I don't know that for sure. I hope this gets you going all right.
