Q: What is the overall height of the caster, from the bottom of the wheel to the top of the mounting plate? Thanks.

2.5" from bottom of plate to top of pulley. From top of plate to bottom of pulley is 7/16" a strong 7/16"

Q: Are these carbon steel? I need to weld them?

They are coated steel. I welded mine on. Industrial mechanic for 26 years, just for reference.

Q: what size bolts ( the 4 holes on the top surface) will be needed to mount these wheels?

The holes in the mounting bracket are 0.265" in diameter. 1/4" bolts would be tight (clearance should be 1/32 inch for that diameter), but probably work. I would guess the holes are intended for 6mm bolts.
