Q: Is this strong enough to whip the heavy whipping cream in to whipped cream?

I have only used it with whole milk for coffee but I'm sure it would work with heavy cream. It's a very small but powerful little device. I'm not sure if it's big enough to whip up a lot of cream at once or it might just take longer.

Q: what material are the art stencils made of?

This went in the trash after two uses. Lights are on, unit is fully charged, but it won't spin. Buy something else.

Q: Do you actually get two as shown on the package?

I only got one that ONLY WORKED ONE TIME BEFORE IT WAS DEAD. DON'T WASTE YOUR MONEY.

Q: can it mix cookie dough?

I would think not. It looks like it's meant for mixing thicker creams. It would not handle dough.
