Yes water will destroy it if it is not sealed with something like spar varnish

Q: Why does it say “2 pack” when we only received 1?

there should have been two.Its been awhile but I think they sent me a second. by the way it didnt work as they said it cracked as irt dried.

Q: Can I use this in my fish tank?

if you can fit in your fish tank I suppose that would work although be uncomfortable, however the clay would get wet and be hard to work with... tough call

Q: is it waterproof can it be used outdoors?

No it is not waterproof unless you use a sealer . I coat mine with spar varnish to weatherproof it .
