No, this is 100 mm spacing for front fork.

Q: How does this work with the factory ball bearings?

This just takes the place of the through-axle and reduces it to take a normal QR skewer as well as allowing the wheel to sit in a normal dropout. As far as the hub and its bearings are concerned, it’s just like having the normal axle installed.

Q: Will this work with an actual 9mm skewer as apposed to a 5mm skewer?

This allows use of a 9mm QR skewer on an axle that normally requires a 12mm thru bolt. I would not recommend use of a 5mm skewer. It is specifically designed for adapting to a 9mm skewer.
