Does this reduce the water pressure?

Yes it reduces water pressure. Also filter is low quality. Worked for ONE car wash. I returned it.

How many washes could I get out of this if Im washing a 45 ft motorhome only using it for rinsing

2 to 4 It depends on how you use it. If you only use it to rinse, then use regular water first, then use the device lightly to displace the regular water. Even if you only get a couple it's still much cheaper than paying somebody to wash it for you.

Can you use this filter with a pressure washer?

Yes you can use a feed water filter but only on the feed line hose. The question for me would be why are you wanting to use this type filter on a pressure washer? This filter is not designed to remove enough minerals or hard water to stop water spots if using to wash a car or truck, if that is the intention.

Is there some secret to using the hose protector? It leaks like crazy from where the yellow part connects to the plastic part attached. Gasket OK.

Yes, I had the same problem, try switching out which end attaches to your hose nozzle. That fixed the leaking for me. Don't forget to NOT over tighten the attachments for the plastic will strip out easily. Make sure you have enough thread if you replace the washer. Gone are the days when good quality was built into the things we buy.
