I don't know the actual rating, but using the bundled Wraith Prism cooler, my Ryzen 3900x (12 core/24 thread, TDP 105 Watts) was running at 95 degrees centigrade and being throttled when under load. With the Fuma 2, the highest temp is about 90 degrees and the CPU is not being throttled.

Q: Whats differrent between this fuma 2 rev.b and the regular fuma 2. it appears rev.b has black dampeners and possibly the lga 1700 bracket. any else?

There are 2 primary difference: 1. New Kaze Flex II fans 2. Scythe H.P.M.S. IV mounting System offers full Intel LGA 1700 support

The top plate can't be removed, but if you want a bare top you can go with the original Scythe Fuma

You would need the upgrade kit to adapt the LGA1700, it is available.
