Q: is this strong enough to hold a standard dslr camera?

Actually, I've been using this for a dslr at just a slight angle (as a better webcam). It can hold the camera, BUT, just make sure you keep the stand balanced/bottom heavy since it's easier to tip over with a heavier load. Personally, I don't add any weights to the bottom of the stand because my camera isn't super heavy (canon t7i).

Q: Will this stand hold the WebCam so that it points directly down onto the surface of a desk?

The camera is mounted on a screw attached to a ball-in-a-socket with a tightening screw. It has quite a bit of flexibility as to where you can point it, but you have to screw-unscrew the tightening screw. It is better if your camera also has some tilting capability. I have a Logitech C920 on it and it works quite well. The only issue I found is that I wish the goose-neck were a little longer. When I write and I want to point the camera at the page I have to write "around" the stand. Works, but not the best.

Q: Base thread? i measure the size of the base's threaded hole at 3/4". what is the threading? nf, nc, npt or something else?

standard thread type for cameras, that is all i can tell you

Q: Will this work with the nexigo n930af fhd usb web camera?

It looks like that camera has a monitor mount and I did not see a mounting hole. If that mount unscrews from the camera with a 1/4"-20tpi thread it will work. If you have a bigger camera with a threaded hole in the bottom, that's probably the same 1/4"-20tpi.
