It is a nice cover, serves the purpose!

You can use both cameras with this on, yes. You just cant really fold it with the case on.

Q: Can the Chromebook be flipped as a tablet with the case on?

Not very well. I didn't like the case at all because of that. Wouldn't fold very flat and made it ackward to hold.
