Can you use this to test ph of water? Can it also be used when testing the ph in soap making?

The pH range of this paper is too narrow for your use. Soaps often have a pH as high as 10 or so. If you are using Lye (Sodium Hydroxide) then you may want to measure up to a pH of 14. I'd suggest you get a wide range paper (like pH4-14) and then a narrow range one closer to the pH you are targetting.

This is meant strictly for pH, not for detecting specific substances. If you're trying to figure out if a cat is urinating where it's not supposed to, I'd recommend a black light.

Why can't this be used for water? It doesn't need to be super exact. I just need to know when to add baking soda since I live in a volcanic area.

The chemical embedded in the strip will just bleed into your water. And it is not a horrible taste, but is different. I've tested my mouth before and it is strange tasting and 'bleeds' the weird taste onto the tongue. I assume it would do that in water even more. So, that is why it is designed for urine testing.
