If you are asking if you should use a 15 or 20 watt breaker than you probably shouldn't be wiring anything.

Q: Can this be used for up lighting for signage?

I don't see why not. It's on a hinged bracket, so you can position and mount where necessary. It's a very bright light.

Q: Are there light shields available for these lights? We installed them on our residential street but too much light spills into residence.
