Q: Where are the instructions?

I don’t remember their being any. Look at your nails and see which way the ridges grow (usually from the bed to the top not side to side but sometimes it happens) gently use the glass file in the opposite direction so if from bed to top go side to side and vice-versa. Do this over the whole nail for about 30 seconds than check it. You’ll notice it is super shiney already and easy to spot places missed (commonly along the cuticle and very far sides) try to smooth those out and than you can use the polisher for even shinier results. Q: Will this smooth out tips of nails so they feel smooth and not stratch yourself?

Yes... It does smooth out the ridges on top (& also the nail edges) Its a lovely little file, but cant get underneath the nails

Q: Are you supposed to use the buffer in only one direction, or can you buff back & forth?

You can go back and forth. To bring up shine.
