It can vibrate or shock. One level of vibrate only, 10 levels of shock.

Q: Can this stop whining?

I doubt it would stop whining, the threshold to set it off is higher. My dog whines and growls rather than barks now, as she's learned that quiet noise doesn't set it off.

Q: Can it also help in correcting bad behaviors like digging and chewing?

The bark collar doesn't work for that, just barking. You would need a manual shock collar that you can activate from remote for those other behaviors.

Q: does the dial at the top get turned up by accident?

We didn't use this very long, but the dial was always where we put it. There were no accidental turns.
