Is this tape smooth woven fabric, or is it fuzzy?

it's not smooth like standard, vinyl plastic electrical tape. it is somewhat smooth, but still like a woven fabric. not a shiny finish, but a textured, semi-flat, finish. it's not fuzzy like felt, but similar to a loose weave cotton,. best I can describe.

can this tape be used on the exterior of a vehicle?

No this is a Tesa tape number 51608, this is a low temp rated tape intended for 105C maximum (inside cabin/door only). If you are looking for a tape for exterior/engine compartment I would use Tesa tape 51006/51007. If you need additional abrasion resistance you can also use 51026/51036.

can this be used under the valve pan cover for the fuel injector wiring

Yes. We use this tape for injector and igniter wiring at the heads of Euro engines.

Will this stuff bend to a tight radius?

It will depend upon the number and size of wires that are being wrapped. I had 8 #12 stranded wires in a wiring harness wrapped with this tape and had no problem bending the wiring harness to a 1" radius.
