Is it good for short layered hairstyles?

I have short layered hair and I love this brush! My hair is also fine, and using this brush gives me more fullness and "style". I do not hesitate to recommend it.

Does this cause tangles or static in hair, does it grab fine hair well and make it appear fuller and curl it well? Thanks

I don’t have fine hair. My hair is above shoulder length, and thick. What I like about the brush is it has short bristles so when you go to roll your hair around it from the root out, it doesn’t get caught and tangled like longer bristle brushes do. It’s also lighter weight than other round brushes, so easier to grip. I think it dries the hair faster too.

How do I clean this brushes and if I do, would the benefits be strip away?

You can use a brush cleaner to clean the brush and no the benefits would not strip away by cleaning the brush.

Is the handle truly rubber latex or like silicone?

I'm not sure where you are getting the information that the handle is rubber latex. And I don't know really what you mean by "like silicone".... The handle is simply comfortable and as described, a soft grip. It won't fly out of your hand as it would if there was no contrasting surface to the ceramic material. I love the brush!
