are you able to print these with a regular ink printer? If so is there a template for printing? If not, can you recommend a product that does.

Regular ink printer? Not sure what you mean. These are on a roll/coil, they aren't flat sheets for going through an ink jet or laser printer. Also they are thermal -- the printers they are used with don't add ink to them.

What's the actual size of the printed label, & can we print black lettering on a white rectangular background w/ clear borders on these clear labels?

LabelWriter printers use direct thermal heat meaning the only color that it will print is black. The color of your label will be the background color.
