I believe it is stainless steel. The round top and bottom contain ball bearings. Very smooth and will last a long time.

Q: Let's say if someone wanted to make a double lead leash for 2 dogs, will this hold up?

Absolutely. My grandchildren, (14) years 8 to 19, have been swinging and spinning on a round swing set for 3 years now. No signs of wear. It has ball Berrings for both the top and bottom. They can twist their leads and never get them kinked. Have fun with it.

Q: I understand the swivel concept but what about the metal to metal friction of swinging back and forth...is it noisy?

It’s kind of an open style bearing. Not loud but you can hear it turn. If you need a silent application this might not be perfect. But it is well built.

Q: Are both ends already welded into place or can it be disassembled?

In the pictures it appears to have an Allen bolt that could be undone. The one I got looked to have had the bolt or pin head welded, and then ground flush. So no, mind can not be undone or disassembled. For the price I was very impressed with the sturdiness and how well the swivel spins. It works perfectly in my rigging.
