How does this compare to Cricut Maker?

There are many differences from the Silhouette Cameo 4 that set it apart from other cutting machines on the market. The biggest difference is the power of the Silhouette Studio software. The software is available 24/7 on your computer. It is very easy to use yet very powerful! The basic version comes free with your Cameo 4. The Cameo 4 now comes with a built in roll feeder, which allows you to cut rolled material such a vinyl and heat transfer material. The Cameo can accommodate material 12 inches wide and 10 feet in length. The Cameo, unlike other machines, can cut paperbacked materials without the use of a cutting mat. There is also a built in cross cutter that allows for cutting your rolled materials with a straight edge.  The new Cameo 4 now boasts the ability to accommodate the new Silhouette Rotary blade and Kraft blade. With the increased downforce available, the rotary blade and Kraft blade can cut materials that were not previously available to cut with a Cameo cutter. The Rotary Blade for Cameo 4 provides an alternate method of cutting by having the blade roll across your material. This enables you to cut a variety of specialty material—including cotton fabrics, leather, felt, wool, and more—without a special stabilizer backing. The 3mm Kraft Blade for the Cameo 4 allows you to cut specialty craft materials, such as acetate, craft foam, burlap, and leather. The 3 mm depth is designed specifically to take advantage of the increased clearance the Cameo 4 has to cut even thicker materials. Please note the Kraft Blade and the Rotary Blade are sold separately.  With the new carriage the Cameo is now on the same level as the Maker. The Cameo 4 is also cheaper by $100 in comparison.  The Cameo 4 has a clearance of 3mm, which allows for thicker materials to be cut.  The Cameo 4 also has an industry first of cutting many materials without a cutting mat this new feature allows for cutting paper, card stock and other materials without a cutting mat.

Overall the Cameo 4 has set the bar higher than any other cutting machine on the market!

Question 3

1) can i use my own 2mm thick felt? 2) uplaod my own designs? 3) will this require a monthly subscription? 4) is cutting bade i'd need available now?

Here are the answers to each of your questions. 
(1) The Cameo 4 can cut up to 3mm thick, so your 2mm thick felt should be cut without any problems.

(2) There are several file types that Silhouette Studio can import. If you have the basic version of Studio you can import STUDIO/STUDIO3 files, GSD/GST and DXF files. The software can also import image file types (JPG, PNG, BMP, GIF and TIF Files) and then trace the image using an auto-trade function to create cut lines. Upgraded version of Studio software can import additional file types. Silhouette Studio Designer edition can import SVG and PDF files. Silhouette Studio Plus can import embroidery file types, such as PES, DST, EXP, JEF, and XXX files. Our Studio Business Edition add the ability to open Adobe Illustrator and CorelDRAW native files, AI, EPS and CDR.

(3) No monthly subscription is required to use and operate the Cameo 4. In the Silhouette Design store you can subscribe to a monthly subscription, we offer many subscription options that best suits your needs. If you choose to not renew the subscription, you will still have access to the designs you previously downloaded. The free 1-month Subscription comes with the purchase of the Cameo 4. Any designs or fonts downloaded during that time are yours to use forever.

(4) Yes the blade you would need is available. We would recommend the Rotary blade for cutting felt. Retailers are just receiving them now.

Can this cut into balsa wood and Mat boards? What blade would I need to use?

It can only cut 3mm thick materials., so it would have to be very thin balsa wood and mat boards.  These materials should be cut using the Kraft blade.
