Q: Are there ice packs on the front, sides, back and top? Will it fit a larger head?

It does. It has one of the front, one on both sides and a long one from the back to the top. Its slightly adjustable, it fit my boyfriend but just barely. Wish i had a measurement for you. His only complaint is that its a little too cold straight out of the freezer(hes bald).
